Lewisville council approves waste rates increase

During Monday's Lewisville City Council meeting, council members approved changes to residents' solid waste rates for the third time in less than two years.


The council approved an increase of 2.3 percent proposed by Waste Management. The rate increase affects residents and commercial businesses in Lewisville. The CPI adjustment for 2013 is 2.3 percent. The rate adjustment is effective Jan. 1.

The city entered into an agreement with Waste Management of Texas Inc. in 2004, and the agreement authorizes an annual cost of service adjustment based on Consumer Price Index (CPI).

The current residential solid waste and recycling rate is $12.30. The proposed rate will be $12.57. The commercial solid waste rate will increase by the same CPI adjustment with rates based on size of container and collection frequency.

In 2011, the rates increased twice. The first increase was roughly a 5-percent increase, took effect in April 2011. The increase covered the cost of increasing recycling pickup to once a week instead of once every other week. Residents later absorbed the 2012 CPI adjustment of 3.65 percent.

Also during Monday's meeting, the council approved the final plat of Castle Hills Golf Course, which will include 44 residential lots, six non-residential lots, seven common area lots and four floodplain lots. The residential units will be located adjacent to the existing golf course club house as an extension of the golf course.

Castle Hills is located in Lewisville's Extra Territorial Jurisdiction (ETJ) and by the development agreement approved in 1996 must be developed in accordance to the city of Lewisville 1996 General Development Ordinance (GDO) and other standards in the agreement.

The council also approved three variances to the Lewisville City Code, pertaining to permissible signs in the Old Town Design District. The Medical Center of Lewisville requested the variances. Its Medical Arts building is located at 475 Elm St. at the eastern boundary of the campus, which is inside the Old Town Design District. The arts building has undergone remodeling and as part of the remodeling the hospital wants to modify the size and location of the two wall signs and a directional sign.

The council also approved the 2012 annual assessment/service plan update for the Lewisville Castle Hills Public Improvement District (PID) No. 4, which was created by the council in April 2007. A supplemental assessment/service plan was adopted in January 2008 and must be updated annually. The plan defines the annual indebtedness and the projected costs of the improvements to be provided by the PID and the manner of assessing the property in the PID for the costs of the improvements.

Finally, during reports, Fire Chief Tim Tittle said beginning Thursday, the Lewisville Fire Department will be travelling through every Lewisville neighborhood from 6 to 8 p.m. with Santa Claus.
