Council to consider charter recommendations
By Chris Roark, croark@acnpapers.com
Flower Mound's charter review process is complete, and Monday the town council will vote on which recommended amendments make it on to the May 12 ballot.
The Charter Review Commission finalized its list of 13 recommendations Thursday.
Among the recommended amendments is a requirement for a supermajority vote (four out of five in Flower Mound's case) to change or repeal the oil and gas drilling ordinance.
The review process came under scrutiny during the last month because of what was described as a rushed process. Some members of the community voiced concern that the committee was set up too late, that the bulk of the recommendations were made after just two meetings and that other issues didn't get the attention they deserved.
Others, however, said the process was not rushed but rather the work was done efficiently. Commission chairman Rick Lust said the number of hours devoted to the process this year is in line with work from the review in previous years. And he said some of the items that were not included in the list of recommendations had been addressed in the past.
Whichever items the council votes to put on the ballot will be voted on in the May 12 election. However, if any amendments are passed, the charter can not be changed again for the next two years.
