Council member resigns, runs for constable

In accordance with the Town Charter, Hal Grant announced his resignation from the Little Elm Town Council before placing his candidacy for Constable in Denton County Precinct 2.
"I think I can do more to help the people, my constituents, in the area. I can do more in that capacity than I was doing on council," Grant said. "I have a strong support from most of my supporters."
Precinct 2 covers the cities of Little Elm, Oak Point, The Colony, Hackberry, Lakewood Village, Cross Roads and parts of Plano, Frisco and Carrollton. Constables are constitutionally authorized peace officers who serve as judicial officers for courts, conduct investigations or serve papers, and participate in public service projects.
One idea is to put together a youth organization or activity for keeping teens out of trouble from delinquency, gangs or narcotics. He suggested a partnership between schools and local law enforcement agencies would help implement that program.
"I'm very much a supporter and advocate for Teen Court," Grant said.
Grant also mentioned a program to educate teens called SANE, or Substance Abuse and Narcotics Education.
"There's more to being a constable than serving papers," Grant said.
Currently, Michael A. Truitt is the constable for Precinct 2. Grant, who has been thinking about running for a while, said he has only met Truitt once, but said he isn't running for constable to run against Truitt.
"It's time for a change and that's the reason," Grant said. "I'm stepping up higher to represent them [constituents] in a higher capacity."
Grant has been working in law enforcement since he was 21 years old, spending 30 years as a deputy sheriff. He also served as police chief of a community in Fresno County, Calif., for five years. He is currently a member of the North Texas Crime Prevention Association.
"Law enforcement is my background," Grant said. "That's where I'm really qualified."
Grant is a graduate of Los Angeles County Sheriff's Academy and the Federal Bureau of Investigation School. He briefly served on the Denton County Grand Jury before joining the Little Elm Town Council in May 2010.
The 2012 Primary Election is tentatively scheduled for April 3. Grant will be running on a Republican ticket with Truitt and Vincent Venegoni for Precinct 2.
"I think it's going to be a good campaign," Grant said. "I think I can do more for my constituents."
